I'm pretty sure all the Pank GE cooktops were strictly from the pushbutton era, this is likely very late '60s or early '70s I do believe.

That one looks like one that was in the house of some friends of the family. Think their house was built around '73, and the kitchen was all GE in Avocado.
Some relatives had one from the mid 60's in Turquoise, and it originally had pushbuttons. One of the kids spilled hot grease into the controls, and they replaced the control panel with the knob type.
