Odd steam grill?

Came across this odd unit -Ultrex Steam Grill - at the Goodwill shop.  It looks unused and it was $2 so I bought it.  i cannot find ANY info on how to use it, I thought I'd at least find a manual on line, but no.

 

Anyone know anything about this?  Here is a picture I found online.

I vaguely remember seeing something like this on an infomercial. You were supposed to put liquids/seasionings in the center to create steam.

I found a manual online for the Hamilton Beach version, which looks similar if not identical to yours.

It looks like the same unit. I'll play with it it for a while see if it really has any advantage. Doubt it does but I like interesting kitchen appliances - epically when they are cheap.
