He's spent a lot of time taking videos of the poor thing, why doesn't he just call for service and have someone come and put that motor out of it's misery? The experience I've had with WP service and support has been exceptional - if he bought it from a national chain, he could get a whole new washer with a phone call.
Sound more like a problem with his power supply line. The AMPS may be too low for the load,
