I know little about vintage TV. But a few years ago, I played with a tube radio. My research then indicated that collectors were tending to routinely replace ONLY stuff that had high failure risk. Some capacitors hold up well enough that automatic replacement is not necessary. (The two villains that get replaced typically are wax/paper capacitors and electrolytic capacitors.) I'm not sure what happens with vintage TV, but what little I've seen suggests at least some TV collectors follow the same approach. I notice that in Whirlcool's video--the person doing it commented about leaving some stuff original, since those parts are likely to last--and longer than modern Chinese components.
