No, that's a reefer with the freezer compartment door behind the main door, like old '40s and '50s reefers. That trim strip about two-thirds of the way down the door is there to make the unit look like a more expensive bottom-freezer model with a separate freezer drawer. It has been a loooooooong time since I've seen one of these. They were found in builder houses in the subdivisions where I grew up- they looked more upscale than BOL units, but weren't actually expensive for the builder. They were not frost-free. They were kind of bottom-of-the-middle-of-the-line, if you know what I mean.
