That's knob is to turn on the oven light, in models that have a window in their oven door. Most of the self-cleaning models didn't have windows (some late Electri-Clean models had a window starting in 1975).
The indicator lights on the left were for the oven and "Locked" on Electri-Clean models.
On the right, there's a single indicator light for the surface units on the US models, the Canadian Compact 30 had two separate lights on the early versions and a single indicator which had two lights (it was split right/left) on the 1968 and later models.
