Nothing Life Threatening!
The problem probably lies in the design of the faucet in that it is designed from the start to restrict the amount of water it allows to flow thru it in addition to the water restricting aerator installed on today's faucets. I am assuming that Canada shares the low flow regulations like we have here in the States.
Am I correct in assuming that you are using a Portable unit that attaches to your faucet with the adapter that came on the unit?
Since you would have to remove the aerator to install the quick disconnect adaptor to accept the fill and drain adapter, I would have to say it is the faucet's initial design causing the problem.
Now, did you check to see if the landlord installed the proper sized supply lines to the faucet and that he also did not dial down the inlet valves as well?
I would have to say that there would be no harm done at all to the dishwasher since this vintage machine would have not had a heating element in the sump to worry about not being covered with water and low pressure will not harm the fill valve.
You may not hear the water going in like before, but just make sure you still are getting a full charge of water like you used to have. If you do, then there is no problem at all.
One last thing to check would be the filter screen in the valve or the line strainer built into the valve. It may have become clogged after he installed the new faucet by foreign debris that may have worked loose in the water lines when he jostled them around.
