We've had low-flush models for many years as well. Unfortunately, however, what I said above rings true:

 

Push either the "Half" of "Full" flush button, and you have to hold it down, lest you just get a short bust of flush and cable/s that have not been laid. 

Some are better than others, but it seems many of the ones used in Commercial settings have this issue. They are seem to be Caroma models too... 

 

 
 
for tank to bowl assembly, I find it best to buy two sets of bolts/washers/nuts....

and assemble like this.....

-bolt-
flat washer
rubber washer
-tank-
rubber washer
nut........and tighten down....
never hurts to add a small bead of sealant to both sides

then place tank onto bowl....
rubber washer
flat washer
wing nut.....and snug down

this has proven best to eliminate any leaks between the tank and bowl...do it right once, and done!.....
