Nice range. Don't have a manual for it, but it was made not far from here in Hamilton, OH. The factory closed in 1961.
If the sub-top has rust and heavy pitting, I doubt it's stainless steel, but rather a chrome plated finish. Paint would have to be a heat resistant type, and the surface properly prepared for it to hold up. If you want to spend more money, you could have it replated.
