As was mentioned in another thread, I just can't understand why the BOL DD don't do a proper rinse fill, yet the BD Whirlpool's and SQ's can do a full rinse fill and still fall in the regulations for water usage. It just don't make any sense to me.
 
As I think I mentioned in that other thread, the Whirlpools get around the regulation with their 'softener added yes/no' switch which can allow the machine to spin-rinse. That qualifies those machines with possible lower water use.

Speed-Queen and their parent is a different company and how they meet the energy standards overall (or choose not to meet them) is different than WP.

In fact, I don't think GE's basic machines do these partial fills either. GE either allowed those models to the come to market not meeting the regulations, or the company overall qualifies with enough other models.

I agree with you saying that it is the overall company's water saving that they can get by with some having more water usage.  The Fisher Paykel tht my mother has with the spin rinse does a good job of rinsing.
