I mom told me to keep colors from fading soak clothes in salt water before washing. Vinegar was used to spray on clothes then iron to make them "permanent press". My question is what is better: salt or vinegar to soak the clothes in to keep from fading?

I never heard about salt for fixing colours but acetic acid is used industrially to fix them and I have my darks washed in a solution of that the first time I get them the same way my father instructs me (in 20 years of experience of commercial laundry business he should be quite expert ahaha). He told that if I don't have any acetic acid I can simply let the clothes wash with 250 ml of vinegar in a warm cycle.

yes your quite right

Salt is the best way to set colours into fabrics and msot dyes specify that you add a good amount (usually 500g/1lb) or more of salt to the dye solution when dying fabric.

Vinegar works only to remove excess detergent and starch build up or Sizing/Dressing solutions added to finsished garments ready for sale.

Usually I will soak coloured garments overnight in a strong clear white vinegar solution i.e 500ml/1pint vinegar to 2 litres of water to revive fading or dulled colours and this works quite well. Any less a vinegar concentration does not work.

Sweat stains under the armpits can quite easilt be removed with this vinegar soak as can anti perspirant build up which causes those white patches too.

~My question is what is better: salt or vinegar.

Both work equally well in open wounds. Family knows especially well how to apply.

Don't use vinegar in machines with porcelian baksets/tubs. It wil eat the finish.
