In my continued disassembly of this top load washer, I've noticed that the tub balance ring (SQ part# 39837) is partially filled with liquid, possibly water, is this normal?
It is item # 3 in the attached parts diagram, I plan on replacing it because there are areas where the plastic is chafed.
Seems to me that if it's intended purpose is to balance the tub that it should be completely filled with liquid, but I could be mistaken.
Thoughts or comments?

Partially filled is proper; it gives space for the liquid to move to balance the tub. It also prevents bursting from freezing when the liquid expands.

Completely logical, being that I live in Honolulu, Hawaii the fact of the liquid freezing never entered my mind.
Am I correct in assuming that this water is constantly replaced during normal cycles of the machine?
Please pardon my ignorance, but I find Alliance's engineering mindset in this part intriguing...

I discovered that after I Googled the subject, according to Google the liquid is some sort of salt water brine.
I was quite surprised to hear the liquid sloshing about in the ring when I removed the inner tub from the machine I am working on, it's simple technology.
My next task is the remove the agitator drive bell, I don't have access to the puller SQ recommends, I do, however have a 2/3 jaw universal automotive gear puller.
I'll simply thread in a 1/4" bolt into the top of the transmission shaft an pull against that...
