I'm sure that's an apartment building laundry, the small top loader is what people had in their bathrooms in the 60's and 70's. I haven't been able to find the advert for it, but they had a telephonic system in big complexes (either rental or cooperative) for phone booking the laundry machines. You'd call up, press a button or enter a code and a red "reserved" light would come on the machines if they were free. I think smaller buildings the "husmodern" (aka housefrau) got a day of the week for her laundry (was that way, and still is, in some buildings, in Norway too). They were definitely going for the higher end market here.
PS, as an FYI "Radion" is a more archaic version of radio in Swedish.
