From the Montgomery Ward Dept. 85 service manual for Norge-built washers:
Center Post Assembly
"The center post assembly is made up of the center post, a nylon bearing installed over the lower portion of the center post and a bearing installed in the upper portion of the center post.
The center post assembly is secured to the upper spin tube hub by the 3 screws that secure the spin basket. A gasket is installed between the center post and the hub."
I sounds like the shaft cover (center post) should be able to be removed with the 3 bolts when you remove the spin basket.
