There might be some wear-through and some rust in certain areas - one of the things you have to be careful about with metal cabinets is not to use door edges to open and close things. You need to use the handles, so you don't wear through the paint. This, of course, is also a good idea with finished wood cabinets, though those are a bit easier to repair than are metal cabinets.
It also looks like the house they're in might have been abandoned or unoccupied for some time. This could mean wiring problems with the appliances, if critters have been chomping on insulation.
However, a good cleaning would work wonders, and perhaps those dark areas are just schmutz. People are such lousy housekeepers nowadays! I bought an ultra-rare Farberware lid at the thrift store today, and I didn't waste any time washing it until I had hit it with oven cleaner to dissolve all the dried-on food and grease. It's like new now - but how someone could let it get that filthy in the first place is beyond me.
P.S.: $1250 isn't so bad for the number of cabinets included. Take a trip to the nearest DIY store and see what you get for that kind of money. Like everything else, the price of used stuff has just risen, that's all.
