Vacuum gurus...please... HELP!! :-)

Chuck and I just finished shopping the week long Brimfield antiques show/flea market and I happened to find a couple of attachment for my Interstate vacuum cleaner. The floor polisher is pretty easy to figure out BUT it's this Magic Disc that has me stumped. HELP...What is it, what does it do? As you can see, in the photo, it just attaches to the end of the wand but doesn't use suction.

I would appreciate any "pearls of wisdom" that you can spare

These brushes just roll much like a carpet sweeper but I can't find any way to empty it out!

How to empty your "Magic Disc"

Simply push the handle forward until the locking post releeases the dust cover. You will feel the latch re-leasing--then gently lift the dust cover free to empty the dust container. Note: Your MAGIC DISC will signal you during use if the dust container is overloaded by rejecting the overload back on the rug.
