I see so many potential postings to offer here but more items are, to mention what your comment Tom, overpriced. The better economy seems to have influenced lofty asking prices these days to marry with "mid-century, vintage, or retro".
 
A very important photo in the offering of any vintage range is the oven interior. Many early ranges suffered porcelain failure in the oven and you would want to have an idea of its condition before considering buying it. Even if the oven is dirty, you need to be given an idea of its condition.

I'd probably pay a premium for an electric stove with knobs up front.   That would only be in the case that I didn't have the option for a gas stove.

 

I wonder what it would take to fix the pre-heat function.  Doesn't that just (partially) activate the broiler element to assist?
 
If I remember correctly, that's it - the broiler element gets powered on from the moment the oven is turned on until the broil and bake elements cycle off when baking heat is obtained.  I had a Canadian-made 1957 one that looked a lot like this - it still had an open-coil style of broiler element; if this one has one, too, there's a darn good chance the broil element is broken somewhere.  
 
Yeah, I was thinking maybe they never used the broiler, and that it's got a broken coil. 

 

Unless the oven doesn't heat up at all on the PH setting, but maybe the PH circuitry requires an unbroken broiler element in order to operate.

 

My question is, why have the PH function require its own setting?  Just PH when the oven is turned on and that's that.
 
I think that dates back to early electric oven controls.  I swear I have seen service documentation on 40s ranges with a control that had 4 settings: Preheat, Bake, Broil, and Time Bake.  That sounds very GE-ish, though... 
 
Old Wilcolator thermostats had the automatic preheat if you turned the dial all the way to BROIL before turning it back to the desired temperature. The broil element cycled off somewhere around 50F below the desired temperature to prevent overshoot. Some thermostats had a PREHEAT button or lever that was moved to activate preheat.
