I just found this on ebay while searching for a refill that fits a pen I have of this same style. The clip operates the pen. I know I'm a month behind, but it makes a perfect gift item.
The body on the pen I have is green like a vintage WECo model 500 telephone. Many years ago I nabbed it out of my dad's desk where it had been kicking around for at least that many years prior.
From my brief exposure so far, it appears this model of pen was used a lot for advertising, or maybe it was limited to that application.
