The machine itself is in great cosmetic order but the rating plate states 110/130v
I was wondering if this maybe an american or maybe canadian model

From looking at the plug, not an American or Canadian type as far I remember. I don't believe that it is from this side of the pond. Take a pic of the data plate and maybe we can identify.

Near as one can figure out Western Europe did have "120v" power until some time after WWII (the 1950's) when the main producer of electric power *AEG* went to 220v.
Moulinex Jeanette is the French name for this machine and it is still around. By the 1970's or so the things became more of a multi-function machine. Moulinex like AEG, Braun, Hoover and others produced various kitchen along with other small appliances for the home. Everything from electric knives to razors. This was all during the post war *boom* when housewives were supposedly discovering the joys of doing housework electrically.
Some versions of Moulinex appliances could run on 110v or 220v power by a turn of a switch *and* also either 50hz or 60hz.
That's a great Moulinex Charlotte (IIRC). It must be indeed from the time some countries in Europe had both voltages. In the Netherlands we had 127V and 220V, voltages were a regional thing. That's why the voltage is on the box. The plug looks indeed European.
I have actually seen these turn up in thrift stores and flea markets here in La Belle Province. I never looked at one up close to see if it had the 110v-230v rating though. Moulinex was very popular here in the 70s - lots of those 'La Machine' blender/chopper/side-eject slicer and shredder units still turn up, as do the 'Jeannette' food grinder/slicer and shredder/citrus juicer units.
And I remember that in Italy, when I was a child, we had both 110 V and 220 V at home, I also clearly remember that light bulbs were sold in both voltages.
I remember growing up a couple of the neighbor moms had the Combine Jeanette model but I've never seen this Charlotte.. It looks to be more 50's imo. Like Paul said above I run across them occasionally in thrift stores. I'm still using the Moulinex food processor I bought new way back when. It's the La Machine model that was sold in the USA and here for the longest time I thought it was made in France but it was made in the states. It's lasted a long long time. Who made them,, can't remember if it was West Bend? As to why they didn't seem to sell products in the USA using the Moulinex name who knows.. it maybe like they used Norelco instead of Philips for shavers in the US.. an unfamiliar name. In Canada, Philips appliances were rebadged Hamilton Beach products up until the mid 80's or so.
...could not be sold with the Brand (probably US and Canada) because Philco sued and won. So, they rebadged everything with the Norelco brand (North Electric Company)...
Some parts of the the world clung onto the old European 3-wire system and still have 127V 50Hz power.
It's gone in Europe though.
Oddly enough, here in Ireland we have boringly used 220V 50Hz as standard since at least 1921.
Nominally all EU countries and also Australia and NZ use 230V 50Hz
The 220V and 240V standards were merged by splitting the difference. Modern supplies do actually produce close to 230V. My power seems to sit at 225 to 228V
