Early 1940's, Late 1930's

My parents had a 1948 "Two-Temp" model that was similar-looking but had more stylized decor.  The handle and "sculpturing" of the cabinet are similar, though.  I'm sure this can't be later than a 1949 model. 
 
Painting

If the finish is porcelain, and not scratched/chipped, it should actually clean up very well and not need any other treatment. However, if the finish is simply paint, any good auto body shop cant paint it for you, as well as take out any dents/dings. They usually do it quite cheaply as well, and the auto paint holds up very well, with a great shine. I had an aunt who used to get her appliances painted at the local auto body shop when she would redecorate. It was cheaper than replacing them, and she liked what she had.
 
Usually you can tell by the feel. When you start cleaning it, enamel comes clean fairly easy, as it doesnt stain like paint would, and it feels like wet glass would once its clean and still wet. Also, if its pealing anywhere, its definitely paint.
