Is it a pipe that feeds products from the washer's dispenser into the tub?

It's the tube that is in the center of the lower rack of a Whirlpool/Roper "sidewinder" dishwasher. The wash-tower rises inside this tube to reach the top rack. Most I've seen have the silverware basket formed around this tube but the pictured rack doesn't.
