Re: It's Either:

A Fancy Plant Stand or possibly a Fancy Umbrella Stand, although if it is an Umbrella Stand, it would have some kind of a Dish-Like item on the Bottom to collect the Water off the Umbrella's.

Unless it is newer than what it looks/seems, I would guess finding something like that at an Antique Shop.
