From the description it looks like some of the safety regulations changed this year in relation to coil burners on ranges. To meet the new requirement, GE has put "Sensi-Temp" button sensors in the centre cap.

It looks like these will turn the element on and off at very high temperatures and not necessarily meant to regulate like the old ones were. Still, would be interesting to see the mechanics as perhaps they would be adaptable to regulate.
I looked at the actual part and appears the whole assembly is within the center cap and connected directly to the heater?
