Well, neither film is on a projection reel -- those plastic cores with the large, keyed center hole were used within the filmmaking industry for editing, shipping, and other non-end-user applications.
Also, the top 'reel' shown has sprocket holes down both sides. That means no soundtrack. Of course, this could just be a spliced-on leader, and the actual program material might have sound.
The fact that it includes the Lab Cards seems to indicate that this isn't a finished film, but rather prints or negatives that were to be edited into a finished product.
That doesn't mean that it wouldn't be fun or interesting to own such a thing, only that it's unlikely to be ready to show to the general public.
