Lot's if 80s kitchens regardless of size only had space for a 18" DW - many just did not have a DW until then over here, and if they splurged on that luxury, it usually was just supplementary and ment to run every day.
Given we do not build mobile DWs, giving the lower market segment away made sense for the big players in the 18" DW space.
