is likely bad filter capacitors in the power supply, be sure to replace ALL the capacitors at earliest opportunity as they can damage output tubes, transformers making repair very expensive.

...but your turntable is probably a somewhat easy fix. There are always several of those "fish hook" changers available on ebay for parts or as a replacement. A few years ago people were putting their console stereos out on the curb for trash pick up. Now it appears they slap thrm on ebay or C-list for hundreds of dollars. Whether they sell for those prices I don't know.
