New Beko's are pretty good machines from a wash perspective, but Which? has pointed out that they have all have long 'normal' cycles and can have a tendency to be noisier on spin. This is something that many machines they test have suffered from and all of them in your price range. Beko's top end machines though, are much much quieter.
From the sound of it, it could be an inlet solinoid that is causing the issue with the fabric softener dispenser if it is not filling via there OR if water is just flowing over the top, a clogged siphon....
As for the spin, well that I can't help you with unless the OOB sensor is stuffed.
On a personal note, my mother bought a Fisher & Paykel version of the WMXD760 and it had a control board replaced in the first week as it wouldn't pump out before spin....that was nearly 12m ago and it has proved since then to wash brilliantly, spin quietly and rinse far better than most...it is certainly much quieter than the ASEA it replaced.
Any brand can make a bum model and any machine within a range can have 'issues' that the rest of the models within that brand don't suffer...check out Argos. They have customer ratings next to the machines and Beko has an average of 4/5 with a couple of models in your price range hitting over 4.5/5
When spending the sort of money you are discussing, you are unlikely to get a quiet machine (compared to spending GBP350+), but from what I can read at the Argos site, you can get one that other people have been pleased with.
