If the grandchild can't be sure if it works, the price should not be so high; half that for a gamble on whether it works or not. It's not a very good DW to begin with. They don't even furnish an interior shot to see if it has rust or not. $5 extra for Paypal. They have dollar signs for eyebrows.

Let the buyer beware...
I agree that the seller should know the operating condition of the machine before they list it, but it is also the buyer's responsibility too. If I were in their area and considering buying this machine, I would INSIST that the machine be hooked up and operated through all functions before I bought it.
If I lived far away and was planning to have it shipped, I would still ask the seller to run the machine before I closed the deal.
I have found Salvation Army stores to be occasionally risky too. They say they test everything before it goes to the sales floor, but I have tested a few electrics in the store and found them non-operational. Again, let the buyer beware!

steep for a possibly non-working dishwasher...
I investigated that one when I was in Ohio. They guy wasn't willing to come down far enough for a possibly non-working machine. He said that if he didn't get the price he wanted to get out of it he planned on keeping it.... Good luck fella.

Actually, that can be dangerous to the person, and harmful to certain appliances. If there is a bad ground in the machine, or bare wires, it's possible for someone to have, shall we say, a shocking experience.
With anything that has electronics in it, powering up something with bad capacitors, for instance, can ruin other parts that are often very hard to find.
We have to remember that not everyone has enough expertise with electrical and electronic stuff to determine if something's safe to power up. However, most people have a desire to live, so if they're erring on the side of caution, I can't say that I blame them.
On the other hand, if something is untested and the seller is not willing to test it, then certainly the price should reflect that.
