Q: Is there any kind of surging sound coming from the machine when it’s running? And if so, does it go away when you add water to it?

I don't think so. It sounds normal I think. Thanks for the info about how it's supposed to work and sound.

Q: Are you scraping food away or leaving big hunks of food on dishes? Or is it moderate small to microbits of food soils??

I'm rinsing the dishes completely at this point to avoid food bits, but they manage to get everywhere regardless. qsd-dan posted a link to a repair process, and I've seen that one a few months ago and tried to go as far as I thought I needed to. Everything looked OK in there.

Q: Is the filter mesh torn anywhere?
No, it looks in-tact. Let me know if you'd like to see a photo of anything specific.

Thanks, everyone for thinking about this dishwasher. I've ordered the inlet valve and I'll replace it because, why not? Of course, I'll let you know how it goes.
 
The wash module is supposed to separate soils and food bits from the recirculating water, and all the gunk is stored in the separator until the motor kicks in reverse to drain the water. So something isn’t right here. Let’s hope it’s just because it’s under filling. But even if it’s underfilling I don’t see why the food particles wouldn’t stay in the separator still. I’ve never had this problem with mine before, and I only scrape and load dishes in with this particular machine.

I will link a video here of the same dishwasher running healthy as an example so you can see if yours sounds the same and compare. If it does sound like this, then it’s probably not under filling or just slightly. This is the same style dishwasher, same motor pump and everything from around the same year as yours only difference is that it’s a portable unit with a whirlpool logo on it and a different control panel style.

 
Thanks for the video, Maytag. Ok mine definitely doesn’t sound like that. It’s surging like you said. The machine in the video is making a constant washing sound.
 
Likely underfilling

Very well could be an easy fix. I would check the inlet valve screen first before replacing it. However, it might be worth checking the bearing for the lower spray arm as well. Mine was bad initially and caused the machine to have poor wash performance, though shouldn’t cause redeposit.
The water level in mine did not touch the heating element, but it should be close.
