Up until the late 70's.
It seems to be part of the British/Australian theme of having an airing cupboard built into your house, around the hotwater tank or fireplace/combustion range. It doenst happen here any more, but in the house my grandparents built in the late 70's there is a cupboard built into the back of the central brick chimney, with wooden hanging rails.
