Libraries were exploring renting tools and lawn care equipment back in the 70s when I was in library school. Libraries felt that they were in danger of becoming obsolete and this was a attempt to get users inside.

How about novelties?  Now that's a library I'd borrow from!  Hell, I could start my own!

 

I just read that the branch library in my sister's L.A. neighborhood is going to start lending out gardening tools.  There are some things a Kindle or a smart phone won't ever replace.
