Hi Rick. My father had a seasonal home with hot-water heat. The oil-burner had sensitive controls and would constantly shut-off by going into "safety" mode.
Boiler cracked and pipes froze. In the replacement the same controls were again used. Same problem. At that point I VOLUNTEERED TO PAY for a check-valve and anti-freeze to be added to the system. Kills efficiency slightly, but was worth it. INSISTED upon new controls. No more problem!
Good luck to your buds/neighbors. Flooding is a horror as is fire.
