I'd suspect this might have been a a product that never made it out of a test market---compare the package in the ad with the package shown here, plus it looks like Joan Lake is a NE corridor personality...

I recall that the Fluffy All was simply not concentrated like All with the 3Bs. Both were low sudsing though.
Regarding the personalities that advertised Burst, I don't recall Joan Lake in the NY area. The Burst commercials in our area featured Susan Strong lining the bottom of a trash pail with a dishtowel to show how clean Burst would get that disgusting stained rag- she did a lot of household type commercials.

I believe that Gain & Drive came out about the same time, 1971 or so.
I loved the original smell of both of them. I wish they would bring those original scents back.
