Late 30s would be my guess. With the punching in the wrapper (batch/lot?) that would be my guess. There were several brands of soap which had wrapper refunds (American Family in Chicago comes to mind) which would be a precursor to Breeze/Duz/Bonus/Silver Dust. I think that American Family in Chicago (ultimately was a P&G brand) actually had a store which you went to to turn in the wrappers.
Between 1928 and 1953, when Peet was dropped from the corporate name.
Get a good look at the woman in the little catalogue picture, between 1939 and 1945 is my guess.
Also, since I believe soap was rationed during WWII, they probably didn't need premium coupons by that time.
