France in common with several other European countries has few natural resources for producing energy. There's coal, but that comes with issues. Historically France relied upon huge amounts of nuclear power, but that has issues as well.
Oil, gas, etc... otherwise have to be imported which cost dear. Thus for these and other reasons it benefits nation as whole to "think green". This especially in terms of energy consumption.
Moi je pense French are on average more concerned about environment and ecology than say Americans. Turning down dial for wash temperatures, doing fewer loads of laundry, line/air drying laundry and so forth aren't seen as some sort of evil mandate from government by and large.
