A couple of things might help explain this:
1. One may get used to doing things a certain way, and only change if/when some very compelling reason comes along. Saving resources at a time when resources are limited can be a very compelling reason to change. Then, years later, one is just used to doing things a certain way, and doesn't even think of changing back.
2. Some may have decided to stick with the new method because they had been through bad times. Bad times have a way of being remembered deep down, and influencing resource use decisions.
