It's supposed to do that, satisfy the float switch for filling after the pump starts circulating. Should only do it for 5-10 seconds, not continuously.
 
Yep, my WU-204 has done this for the last 17 years since it was new. Nothing to worry about.
 
Hobart KD-2P does this only during the initial water purge (fills and drains at the same time). The rest of the time, what's in the tub stays in the tub until it's time to drain.
 
My little 18" Kenmore (built by Frigidaire) does this as well. Happens after the main wash, before the final rinse and before every other wash cycle (that is before the second wash in "Pots & Pans" and main wash in "Normal".

Always thought the purpose of filling and draining was to flush out any muck from the bottom of the tub,and pump so to have fresh for the next cycle. Comes in especially handy when using Electrasol tablets, which tend to be rather frothy during the wash.
