Energy Star Ratings for Appliances

I read a few weeks ago that the Department of Energy is going to overhaul the Energy Star rating program. It's about time. Manufacturers currently can apply it to any product without any certification process. While I realize this is hopeless dreaming, it would seem that in overhauling the program, someone with some sense would look at how well the appliances perform and how long it takes them to perform the task in relation to the amount of energy and water they use.
