I have a Fisher Paykel Smartload Dryer-love it-but lint is supposed to be collected and drop into a lint bucket but instead the lint builds up in the lint ring and will not empty into the bucket. Will replacing the lint ring (screen) fix this or is there some type of blowing motor that could be bad?

... lint builds up in the lint ring and will not empty into the bucket. Will replacing the lint ring (screen) fix this ...
Unlikely.

... or is there some type of blowing motor that could be bad?
There's only one motor in the machine, which runs both the drum and the blower. The motor, of course, is OK if the drum is rotating.

Follow this procedure. I assume you have experience removing the lint bucket housing since you're aware of the filter ring, but I'll illustrate it anyway.

Remove the lint bucket, and the Phillips screw behind it.

The piece at the top of the bucket housing is the lint scraper. It's positioned about 1/8" from the surface of the rotating lint screen when the housing is in place. Confirm your scraper is not missing or broken.

There's another Phillips screw recessed at the bottom of the filter retainer ring. Remove the screw (you may need to tap on the ring to knock the screw out of the recess). Rotate the retainer ring clockwise (it may be pretty tight), it will detach from the drum for removal with the lint screen attached. Examine the screen for tears, which will allow lint to hang in the screen and also pass through into the exhaust ducting.

Rotate the ring counterclockwise to reattach it, it must be locked fully into position for the screw to align. You may need to hold the drum from turning to get the ring fully locked-in.

The design of the bucket housing was changed mid-production.

The original design had raised rings on the backside around the airflow holes (as shown in this pic). The newer design is flat on the back (as shown in Reply #3 above), no rings, to help avoid lint collecting behind the housing.
