It looks like Rust...
But, I didn't wanna touch it. I found this sad little machine, a Hotel Laundry room.
I'm trying to figure out myself, what the heck would rust it so badly. I guess, Bleach could have been spilled on the panel, and that could happen, or the Dispenser somehow, overflowed with Water..
Any Thoughts on this Guys?

Wanted to yell the nearest Maid for the poor abuse this one has suffered. Although, what can one really do.
I really don't think I'll be using Bleach for a while. I almost felt like crying seeing that..

Those maids are always in such a hurry. I'll bet it's just sloppiness with filling the reservoir and a grunt level philosophy of, the more bleach, the better.

its sad to see this but what may have cause the rust as well is if after the bleach was added maybe water was added manualy and the bleach dispenser overflood when it came time to flush the bleach
Spilled Bleach
This type of damage will happen to any washer ever built when LCB is repeatedly spilled on metal surfaces, it is just plain sloppiness.
Look at the bright side, the machine has no mold and the main seals and bearings are still in good shape unlike a lot of these same washers that never saw the beneficial aspects of using LCB.

Just curious...
is this rusted through where it's not salvageable by using a metal treatment, where the rust(iron oxide) is converted to a hard, black inert state(iron phosphate)? If it's not rusted through (it does look pathetically bad, though)....can a metal treatment save it?
It might be more work than the end result (aesthetics), but it might be possible to apply the product, sand before applying any needed filler, prime and repaint.
