I've noticed that my WO-65 seems to over fill quite a bit, how high should it fill exactly? At this point it fills up a bit past the tub ring and starts to overflow a bit, is there a way to limit the flow? I would do it right at the water pipes, but if I lower both the cold and hot to a suitable warm fill level, won't the hot fill be too low then? Should I look for some kind of flow restrictor at the hardware store to place on the end of the gooseneck flume inside the control panel?
 
Some of us have used the small ball-valves from the hardware store - install it in the water hose right after the water valve inside the washer - not the supply hoses from the wall. With this, you can adjust the flow however you want - fast or slow.

The WO-65 should fill to a little over the vanes on the sides of the tub if memory serves. I like mine a tiny bit higher - just under the bottom of the balance ring.
 
Let it overflow just a tiny bit

Jamie just get an adjustable valve at the hardware and splice it into the fill line on the back of the machine. This is part of the reason that its splashing all over the control panel. The flow restrictor in your water valve is either worn or if the valve had been replaced it could be missing. I like to have the machines fill to the point where the tub is full in 3:45 seconds, with 0:15 seconds of overflow. This assures the pump is full of water before agitation begins to protect the carbon face shaft seal.
