Here it is with the back larger HALOGEN elemet engergized.
There are two tradional (ni-chrome?) elements in the center-of, and surrounding the halogen one.
The heat-control clicks into "fixed* (non-cycling) heats and it seems to be the old GE style connecting the various elements to 110 and/or 220 and changing connections of the "coils" within one element to be in parallel and in series with each-other.
There are, of course, heat limiting swithes to prevent the "glass" from melting, so in that respect, yes, both elements do cycle on and off.
