Often owners do or did not head Maytag's directions about removing agitator from wringer washers after and between use. If machine has been allowed to sit that way for extended periods of time agitator can be come stuck onto shaft.
There are many threads already here in group on removing stuck Maytag wringer agitators, a quick search will bring them up.
As for the hose being "blocked", if you lay it onto ground and water starts coming out (even if in trickles) sooner or later entire tub will be drained. Then you simply can remove or loosen hose clamp at base of tub or pump underneath washer, take off hose and clear it out.
If water will not drain out via hose at all and machine can be moved outdoors or near a floor drain, again remove or loosen hose clamp, take off hose and water should start draining. This will be like unstopping a bath tub with quite a lot of water coming out at once. If you absolutely cannot get washer out of doors, find a very large bucket or other container that will hold entire amount of water still in tub. Put it under machine before removing hose...
Should water not come out of tub with hose off, then blockage is between tub, sump and drain. Using maybe untwisted wire hanger or something equally firm but flexible start *gently* poking into drain to see if can fish out or bust lose whatever is causing clog.
Whether clog is in sump, drain or hose what you've probably got is hardened soap, detergent, hard water minerals, hair, lint and God only knows what else that has been allowed to sit. If machine wasn't used for long periods that mass may have hardened as well.
