When I test to Linz (using the link Theo so kindly provided, I come up with 10.9Mbit up.
The down is stuck where it is throttled to, so irrelevant.

This is impressive, truly.

I have never had an internet connection come so close to the theoretical service level offered.

Lawrence, what that means is simply that your service provider is keeping their word to you, and, in fact, doing a bit better than contracted for.

Theo, you need to check your WLAN from top to bottom. If my suggestions didn't help, perhaps someone else here can?

Such beautiful technology, what a pity there is so often little being transmitted truly worth the effort.

I think that I know the cause of the slow wireless connection: insufficient signal strength or bad reception. The indicator in my menu bar (Mac OS X) is usually only halfway the maximum and sometimes the signal strength is so weak that the connection is lost entirely. I think that I need an external antenna on my computer to improve reception. However, for normal internet use the speed is sufficient so I haven't placed this issue high on my priority list. It is only when testing the maximum connection speed that it really becomes apparent.
 
While my connection seems slow compared to others, the response time seems almost instant. But I did notice that the speed I am getting is way less than the speed I am paying for with AT&T.
I called them today and they simply dismissed me with the comment "If you look at your contract, it states that you can be getting UP TO the speed you are paying for. We'll gladly come to your house to check things out, but it'll cost you $149.95."

Local cable service, lowest service tier, stated as 3MB/512KB (two faster speeds are available). Average of several tests:
3165 download
488 upload

Having worked for an ISP for 8 years, I can affirm there's no way the maximum stated speed can be *guaranteed*. Equipment and environmental variables are involved that are not within control of either the provider or the customer.
