It's a plunger sheet from Korea and it works like CPR. For me there would probably be an explosion that goes up instead of down.

I have five low water used toilets toilets
Two are the pressure flush variety that would easily flush an entire both full of toilet paper my partner uses a ton of toilet paper and Kleenex, and he constantly fills the bowl up and flushes it down.
In over 35 years I’ve never had anything that didn’t flush immediately in any of the toilets. They actually flush much better than the original 50s American standard toilets that this house came with.
But if you wanna waste water, live in the past and ruin your plumbing by running so much water down the drain, go ahead. In this area, the old cast-iron stack lines are tending to rot away from the inside and crack from the excessive amount of water eroding the metal from the inside. I think I’m the only house in the neighborhood that has not had this happen, and I attribute it partly to having switched to low water use toilets early on.

Wouldn't work. Air would just go through holes under the rim and into the tank.
If you look at the video, the water fills the bowl up to the top of the rim so there is no room for air beneath the holes.
