The time neeed is simply the time needed to first boil the water in another vessel and then the time needed for it to drip through the coffee-maker.
Like a percolator, except water passes through grounds once. Does not recirculate.
Without the "second stor(e)y" it looks like a percolator without the stem and basket.
I wonder if the water coould be boiled in the bottom, traasferred to (poured over) the top and then quickly have the unit be put back together to recover the finsihed product, but without spillage. HMMMMMM
