My wringer sat dormant in a barn for 2-3 decades before I got her and she fired up perfect. I think you might be surprised. Take the lower panels off and watch for leaks and try it out! Besides, that's what breakers are for... LOL!

It never ocurred to me to leave the bottom panel off while the machine is running,

Several years ago while I was cleaning the controls , The machine quickly came to life , Scared the hell outa me.

My goodness man!! Turn it on with the bottom panel off, flashlight in hand, and see what happens. Maybe nothing but pure running without a problem.
 
What I'd do first is pour a pot of hot water in the tub and check for leaks before running her. This will also help the seals after sitting for a while. If there are no leaks, run the drain to make sure it will drain and the drain lines to the sink are in good order. After all that, THEN you run a rinse cycle. If all that flies, Turn it loose!
