Looks like it could be Australian, this style of cooker (range) was advertised in the late 1950s and 1960s. The one in the video looks like 1960s to me and could the brand possibly be New World? This brand name was also used in the UK but only on gas cookers. But then we never did have Parnall branded cookers, only washing machines and, to my knowledge none that looked like these
Those were pretty common here for a long time. Generally you either had lower cabinets built underneath so the job was at counter level, or you could buy matching metal cabinets that they sat on, to replace a wood burning range or to fit in a kitchen without built ins. My mums parents did this in the early 60s and then replaced it with an oak kitchen with a wall oven in the 80s.
In the 60s and 70s, these were seen as a cheaper compromise, between the cost of a fitted wall oven, but still being able to have the oven at eye level.
Michael’s mum has quite a high end mid 70s kitchen with one of these built in. We replaced the original stove about 10 years ago, with a modern version.

I think it is a New World, the brand was used on gas and electric cookers in Australia.
That style, the elevated range with oven next to the cooktop and griller (broiler) is still available new in Australia, Westinghouse make them in small numbers for drop in replacements of old elevated stoves. The prices are eye-watering, you pay a huge premium because they are made in tiny quantities.
I think they may also be used in specialist housing for people with disabilities, too?
