Seems too much for a 20 year old machine that leaves stain on the clothes. It would need a new tub and who knows what else.

Pick it up for free would be my idea. Those machines are still very common. I would ask him to look at the trans pulley underneath for signs of oil leakage. My experience is most of them leak oil.

I've got some porcelain touch up paint.Would that work?

Take the inner tub out and paint all rusty areas of both inner and outer tubs with "POR-15". The stuff is awesome!
