My paternal grandparents had a Philco exactly like your 1938 model. Luckily my cousin who has it now was able to take it with him when he & his partner evacuated during Hurricane Katrina. It now holds a place of honor in their home in southern IL.
My ex-boss had the cutest little fan. It wasn't very big, and was on a very decorative stand, can't remember if it oscillated or not. It also had a cloth covered cord. I didn't move a whole lot of air, unless you were directly in front of it. But it was sure pretty to look at.
